Language
Communities
...(UNESCO, 02/11/2004)
Recent research carried out by Aston University, United Kingdom,
for
UNESCO shows that the WWW is fracturing into language communities
and
looks at the question whether the WWW is a medium which is
encouraging language diversity at all levels.By its very name,
the
World Wide Web suggests that it will disseminate information
among
all peoples and that it will establish global networks. In the
early
days of the WWW there was some reason to see the new technology
as
one way of uniting the world. In theory an individual, an institution
or an enterprise can set up a Web page and be read by other
users.

E-DEMOCRACY
>>>>07.Time to have a say on e-democracy
...(The age, 16/11/2004)
A Victorian parliamentary committee has called for public comment
on
the issue of e-democracy following the release early this month
of a
discussion paper. Victorian Electronic Democracy: Your say in
the
future raises what the committee believes are the key issues,
including such questions as how new technologies can be used
to draw
citizens into policy development, whether parliament has the
resources to use interactive technologies and the security
implications of using technologies such as online voting systems.

>>>>10.Denmark is the new Information Society global leader
...(eGovernment News, 10/11/2004)
The latest Information Society Index (ISI) – a study carried
out by
IT market intelligence firm IDC on an annual basis – found
that
Denmark has displaced Sweden as the world’s Information
Society
champion. For the first time in four years, Sweden is no longer
the
top ranking nation in IDC’s Information Society Index,
which measures
the abilities of 53 nations to participate in the information
revolution. At the top of the ranking, Denmark received high
scores
across most variables. For instance, based on 2003 data, 67%
of the
Danish population had access to the Internet – with 84%
of users
connecting from home –, 22% of households had broadband
connections,
and total mobile subscriber penetration reached 59%.

>>>>11.Minister urges control of Internet
...(Russia journal, 16/11/2004)
The Russian segment of the Internet must be controlled by the
state,
Andrey Fursenko, the Russian Minister for Education and Science,
said
at the first World Scientific Forum in Kyoto, the Novye Izvestia
newspaper reported. According to Mr. Fursenko, access to the
Internet
is very easy in Russia, which is dangerous for ordinary citizens.
In
his opinion, access to the Internet should be restricted. This
statement stirred the entire computer world, which branded the
proposed measure as "draconian" and "totalitarian". Along with
indisputable advantages of introducing scientific achievements
to
everyday life, this could also have negative consequences, said
Mr.
Fursenko.
