(APADOR-CH) a facut public, ieri, un protest foarte dur cu privire
la Hotarirea 952 din 14 august 2003 a Guvernului Romaniei. APADOR-CH

ACCESS TO INFORMATION
04.>>>>Government Web sites struggling to be accessible
.(GCN.com: 25/09/2003)
An analysis of more than 1,600 state and 60 federal Web sites
found the number of online services has jumped by 21 percent
in the past year, but accessibility remains a lingering problem.
Researchers from Brown University 's Taubman Center for Public
Policy earlier this week released their fourth annual survey
of federal and state Web sites. They discovered most sites are
written at a level too high for the average American and most
do not meet accessibility standards. http://www.gcn.com/vol1_no1/daily-updates/23678-1.html
05.>>>>New book from communications activists highlights
priorities for world summit on the information society
.(APCNews: 24/09/2003)
"There is little doubt that access to information and communications
technologies (ICTs) is expanding, yet this process excludes
the majority of people in developing countries. Many who do
have access are unable to use it freely to promote their social,
economic and political interests. When people gain access to
these technologies, it is mostly as consumers, rather than owners
or creators. The growing concentration of ownership and control
of ICT can limit its remarkable potential for social empowerment,"
says APC in a new book launched last week at the third preparatory
conference
(PrepCom) in the run-up to the first ever United Nations world
conference on the information. http://www.apc.org/english/news/index.shtml?x=14223 society

reprints of the Declaration of Independence and the U.S. Constitution.
The new edition of the Manual is available annually in late
summer http://www.gpoaccess.gov/gmanual/index.html

07.>>>>A Vote Against the Computerized Ballot
.(Technology Review: 24/09/2003)
Back in the real world, however, the evidence is mounting daily
that a lot more work needs to be done before the vote counting
process-truly the kernel of democracy-is turned over to devices

.(GCN.com: 22/09/2003)
A quarterly survey of 22 federal e-government sites has rated
