The Swiss government is to offer 22,000 voters the chance to
cast
their ballots online in what it claims is the world's first
internet
referendum on national issues, it was announced on 21 September
2004.
People living in four Geneva municipalities -- Anieres, Cologny,
Carouge and Meyrin – are to be offered the chance to vote
online in
the referendum.

On 19 September 2004, Microsoft announced the extension of its
Government Security Program (GSP) to include the source code
of its
Office 2003 suite. According to Microsoft, the expansion of
its GSP
to MS Office 2003 source code will enable participating governments
to benefit from greater cooperation, transparency and
interoperability. Indeed, governments participating in the GSP
may
now review the source code for Word 2003, Excel 2003, PowerPoint
2003, Outlook 2003 and Office 2003 shared applications such
as draw
and search.

Kommunalnet is a new platform providing Austrian municipalities
with
access to affordable and standardised e-government tools. Launched

16 September 2004, the Kommunalnet service was developed by

Austrian Association of Municipalities and the Kommunalkredit
bank,
in cooperation with the IT solutions branch of the state-owned
Federal Computing Centre (BIT-S GmbH) and with Telekom Austria.

The Spanish Government is preparing a decree that would mandate
public administrations to digitise their documents and files

communicate electronically. The aim of the planned legislation,

satisfaction than are increasing, according to the latest special
quarterly e-government report of the American Customer Satisfaction
Index (ACSI). The report is a sign that improvement in e-government
may be leveling off, according to an accompanying analysis by

satisfaction expert and ForeSee Results CEO Larry Freed.

A recent study prepared by INSEAD for SAP has for the first
time
addressed and measured the "alignment" of the new EU Member
States
with the "old" ones with regard to the objectives set in the
eEurope
2005 Action Plan. This measurement is based on the eEurope 2005
Index, a composite indicator of the level of development of
the
Information Society in 28 countries (the 15 "old" Member States,
the
10 new ones and 3 candidate countries).

The European Union's Dutch presidency has called for new policies

help move e-government forward. The Dutch presidency of the
EU wants
to rethink Europe's e-government agenda encouraging member states
