ROMANIA
01.>>>>e-guvernare e-xcelenta
…(eFinance: decembrie 2003)
muschii acolo. Potrivit proaspatului raport "The Global Information
miscat
binisor din perspectiva IT in anul ce se-ncheie.

02.>>>>Declaratiile vamale, plata amenzilor si chiar vizele
de intrare
in Romania se vor da pe Internet
…(Romania Libera : 31/12/2003)
in
vamale on
line.
vamale,

ONLINE POLITICS
03.>>>>Clicking for President
…(PCWorld.com: 29/12/2003)
Blogs, meetups, listservs, and other online tools bring a digital
aspect
to every campaign.

04.>>>>Freewheeling 'bloggers' are rewriting rules of journalism
…(USA TODAY.com: 30/12/2003)
They used to be known as the boys on the bus: the big-name columnists,
network TV producers and reporters for large-circulation newspapers
who
had the power to make or break a presidential candidate's reputation.
Now they've got competition. In the 2004 election, the boys
(and girls)
on the bus have been joined by a new class of political arbiters:
the
geeks on their laptops. They call themselves bloggers. Their
mission: to
remake political journalism and, quite possibly, democracy itself.
The
plan: to run an end around big media by becoming publishers
on the
Internet.

05.>>>>We Hate Spam, Congress Says (Except Ours)
…(The New York Times: 28/12/2003)
Even as Congress was unanimously approving a law aimed at reducing
the
flow of junk e-mail, members were sending out hundreds of thousands
of
unsolicited messages to constituents.

E-DEMOCRACY
06.>>>>E-Democracy
…(BBC World: Christmas 2003)
Among the many claims made about the internet in its early days
was the
idea that it would transform politics. It boldly promised to
defeat
despots, free people from their slavish reliance on official
sources of
information and to ultimately deliver power back to the people.
So far
it hasn't happened. So will the 'net ever become a powerful
political
force? David Reid looked at whether the hope is still alive.

Number Five:
E-Governance to E-Democracy: Examining the Evolution (2003)
…(The Commonwealth Center for Electronic Governance)
This is the Final paper in a series of five reports assessing
international developments in the policies and public administration
issues now driving e-government, e-governance and e-democracy.
As
e-government principles and practices have been applied in the
past few
years it has been clear that fundamental governance issues determine
the
workability of the application of e-services delivery and e-programs.
This fifth report addresses the evolution of e-governance to
e-democracy
in our growing global information society.

E-VOTE
08.>>>>FBI investigates hack at e-voting software
company
…(CNET News.com: 30/12/2003)
Local and federal authorities including the FBI are investigating
an
intrusion into a computer network at an e-vote software company,
which
suspects the hack was politically motivated.

E-GOVERNMENT
09.>>>>Think tank rolls out e-gov tool
…(FCW.com: 23/12/2003)
A New York technology research center recently unveiled an online
tool
to help government agencies design and present better access
to
information in an electronic format.

10.>>>>E-Government: A Habit for A Quarter of Italians
…(AGI: 26/12/2003)
Public online services, or e-government, have become so much
part of
Italian peoples habits that now a quarter of the entire population
of
our country has indeed used internet sites for public offices,
national
or regional.

WSIS
11.>>>>WSIS and the big picture
…(Mail and Guardian Online: 30/12/2003)
Undetected by most media Richter scales, important shifts are
taking
place beneath the architecture of globalisation. Journalists'
silence
about this story is surprising given that much of the movement
has been
directly about the media and their relation to other powerful
pressures
welling up from subterranean levels.
