Informatiei, Dan Nica, a semnat, la Geneva, memorandumul de
intelegere
privind participarea Romaniei la programul Uniunii Europene
in domeniul
schimburilor electronice de date intre autoritati (IDA - Interchange
of
Data between Administrations).

se adreseaza, atat publicului larg, cat si celor cu responsabilitati

Romania are sansa de a deveni prima tara europeana care va introduce
carti electronice de identitate cu functii suplimentare, daca
proiectul
"Rom@nia - o sansa istorica", lansat de Vidaco Systems, IBM
si asociatia
bancara globala Identrus va avea succes. Conform proiectului,
cel mai
important avantaj ar fi adaugarea functiei de card bancar pe
noile carti
de identitate, in plus fata de introducerea datelor referitoare
la
permisul de conducere, prevazuta deja de Legea 285/2003.

A “Charter of eRights” was presented at the Eurocities general
meeting
and conference held in Porto, Portugal, on 26-29 November 2003.
The
Charter, launched by Eurocities’ sub-network TeleCities, aims
at
ensuring “the effective recognition and protection of concrete
and
measurable rights of all citizens in the Information and Knowledge
Society”. TeleCities members consider these rights to be “essential
to
achieving a competitive and competent society in the digital
age and to
ensuring social and territorial cohesion”.

Secretary of State Dean Heller announced at news conferences
today in
Reno and Las Vegas his decision to purchase for all Nevada counties
Direct Recording Electronic (DRE) voting machines. In an unprecedented
move, he also announced he is mandating a voter verifiable receipt
printer be included on all newly purchased DRE machines for
the 2004
election. In doing so, Heller becomes the first state election
official
to demand a voter verifiable receipt before the 2006 election.
He added
that all existing machines statewide must add the printer technology
by
2006. Heller also read a proclamation decertifying all punch-card
voting
machines in Nevada as of September 1, 2004.

A Web site intended to simplify the process to identify and
apply for
government grants was officially launched on Tuesday. Grants.gov
is one
of the administration's two dozen E-government initiatives aimed

exploiting Internet technologies to better serve citizens. The
interagency project was headed by the Department of Health and
Human
Services, which awards more than half of all federal grants.

Market research company Taylor Nelson Sofres (TNS) has released
on
09/12/2003 the third annual edition of its Government Online
Study. The
study is based on telephone and face-to-face interviews, conducted
with
over 30,000 people across 32 countries and territories between
July and
October 2003. European countries represented 2/3 of the countries
covered by the survey, while African and Latin American countries
were
not included.

The German Federal Government has adopted on 10/12/2003 the
BundOnline
2005 Annual Report and third Implementation Plan, presented
by the
Federal Minister of the Interior Otto Schily. Speaking after
the Cabinet

Germany”.

boost their economies by using IT. In the World Economic Forum's
