03.>>>>The Internet under Surveillance 2004
...(Reporters sans frontiers: June 2004)
This report describes a wide range of circumstances, none of
them
comparable. Routinely authoritarian regimes and those that may
make
mistakes (which can be corrected) cannot be lumped together.
The
report should not be seen as a kind of ranking of regimes by
their
repression of the Internet, but more as an appeal for vigilance
in
countries where, as in democracies, it's still possible to exposes
abuses and flaws.

04.>>>>UNESCO Publishes Policy Guidelines Related to Governmental
Public Domain Information
...(UNESCO: 27/05/2004)
Guidelines to advise countries on policies for the development
and
promotion of governmental public domain information, taking
account
of both national needs and international practices have now
been
published by UNESCO as the role and value of public domain
information, especially of information produced by the public
sector, is generally poorly understood. http://portal.unesco.org/ci/ev.php?

05.>>>>China approves SMS monitoring/filtering system
...(InternetPolicy.net: 29/06/2004)
A Chinese firm, Venus Info Tech Ltd., announced on 11 June that
it
had received the Ministry of Public Security's first permit
to sell
a real-time content monitoring and filtering system for SMS.
This is
outside our usual range of topics, but the company's press release
(translated by Babelfish and then polished) strongly suggests
that
the same technology can be applied to email, IRC and HTTP.

In the current 2004 electoral cycle, Canadian Web Sites are
behind
the curve relative to their US counterparts. They fail to reach
out
and engage their supporters and voters with the same effort
and
commitment.
